Reaching climate neutrality by 2050 requires decisive action across all sectors. A new policy report, “Revising LULUCF to realise the full climate potential of the EU Bioeconomy”, explores how EU climate policy can better support the role of forests and sustainable biomass in the transition away from fossil-based materials.

Image of report on tableThe report argues that while the EU Emissions Trading System effectively targets fossil emissions, the current design of the LULUCF framework risks limiting the contribution of the bioeconomy. By recognising the full climate benefits of wood-based products and active forest management, Europe can both strengthen forest resilience and accelerate the substitution of fossil-based materials.

Forests play a central role in a sustainable and circular bioeconomy. When managed responsibly, they can deliver long-term climate benefits, support economic security, and reduce Europe’s dependence on fossil and imported raw materials.

The report outlines how policy adjustments could better align climate targets with the realities of forest ecosystems, including natural disturbances, changing climate conditions, and the need for productive and resilient forests.
